Provide a ProjectWise datasource connection to the OBM Template Creation window to open a "Select Document" dialog.

The OBM Template Creation window is unable to OPEN another XML from ProjectWise - Open dialog is currently limited to Windows File Explorer. The user is prevented from opening another XML library from the WorkSet or other location in the PW datasource.

Current situation requires that template library files must be exported from ProjectWise to import templates created in another project or developed in a ProjectWise discipline standards work area.
