We really need the following to be fixed with pier parametric cells:

1. Allow the element we tag as cap to be found and targeted by the bearing tool

2. Allow element we tag as cap to be used to position pier relative to beams, similar to how regular pier tool works.

3. Allow the pier parametric cell to be "Aligned" (shifted) automatically, similar to the option we have in regular pier tool.

4. Allow element we tag as footing to be used to help target the DTM, similar to the option we have in regular pier tool.

5. When parametric cells are placed in an OBM model as a Custom Pier, the symbology of the individual elements visual appears correct (as defined in the cell). However, when the wrapper level is turned off, all 3D elements disappear
