The Annotation Group (and Civil Labeler) do not have any way to configure the leader line to offset from it's origin point. There are several DOTs who need to accomplish this for plans production. I included a screenshot showing the desired necessary offset control we need included in both the Annotation Definition and within the Civil Labeler.
