It would be very helpful if it were possible to load DGNLIB files on demand instead of automatically.

One example of this is Sheet Seed DGNLIB files. We do not need those unless we are creating sheets, and creating sheets is a very, very small portion of plans production. My DOT has dozens of sheet seeds, and I watch them all load every session. I don't need them 95% of the time. It would be helpful if those could be loaded on demand for sheet creation, and ignored the rest of the time.
