Delete Circle Associated with Civil Labeler when Civil Labeler Text Deleted

Civil Labels can get dissassociated for a number of reasons. When this happens, the user often deletes the text that turns dashed. This, however, does not delete the circle associated with the text. Due to this, the remnant circle is left. This causes issues when reannotating the same location, as the snap can, and will, snap to that circle that is not associated with anything.

This is primarily a problem when using civil labeler to annotate profile elevations outside of the limits of the horizontal alignment.

Unless there is a MicroStation engine issue, I would suggest changing the labeler to use an active point for the origin instead of a circle for the snapping issue. I have done this for years on my own dynamic cells.

Or if the circle is still a needed element, can it be a nested cell, so that the cell can be set to all non-snappable except for the origin?
