No duplicate Feature Names in separate files that are referenced

As part of digital delivery workflows, when lines, points, drainage features, or similar items are placed in one file and then need to be used in a different file, the feature names that come in by default start over in the new file. This results in multiple elements with the same feature name.

This is problematic in downstream processes where both files are brought into a common data environment. A potential solution would be for the file to detect feature names in referenced files and automatically name new elements such that they do not overlap.
