Bridge Deck Rebar Modeling

It appears there isn’t a way to have the deck rebars associated with the concrete bridge deck. The deck rebars are created by drawing working lines in a 3D space within a copy of the deck. Changes in the deck geometry results in recreating the rebars. These are a factor: 1) For the rebar to be dependent on the active bridge deck geometry, the rebar should be modeled in the active bridge model. However, the PennDOT Model user’s guide suggests the rebar should modeled in its own .dgn file as “it allows for easier level display management later when the entire model is fully populated with rebar and has advantages when adding bar marks and scheduling.” 2) There are face rebar association tools that can associate rebar with the face of the concrete, but they are limited as they can’t deal with bridge deck cross slopes, skew, and vertical curve. How can you add rebars to a bridge deck in a way that the rebars are dependent on the deck geometry to avoid potential rework? I can’t find any direction online.
