Make Template Editor a non-modal window.

In legacy versions of the software, I can have the template library open on one screen, corridor modeler on another screen, and the CAD window open on a third screen. I can make/save changes in the template, make/save changes in the corridor modeler, and make/save changes in the CAD area - no issues.

    But things were not dynamic in legacy. In the future, we need a new template library editor which will suite dynamic modeling...

Accessing dgn while Template Library window is opened

This idea was implemented in InRoads but was lost in translation. It is crucial to have this feature since the dgn is literally how the model is displayed. Unlike InRoads, ORD doesn't have a Roadway Modeler window; therefore, I have to move around...
