Add toggle for static labeling for contours using element templates.

Allow dynamic labeling to be turned off for contours so that contour deliverables can be generated for clients who do not use openroads. When working with a large area the dynamic labels are too large when using extract contours because you have to zoom to extent to extract all contours to separate them from the terrain element.

In screenshot attached I have used extract contours tool from the full extent of my project. You can see that when zooming in on a smaller area, the extract tool has created a static text that is scaled for a large overview of the area even though I'm now working at a smaller scale. The client ultimatly needs to be able to print good looking labeled contour maps even without the use of open roads. We are able to achieve this using Inroads view contours tool currently.

    There's a couple of ways to turn off contour labels.

    1. Use Properties > Override Symbology. Then turn off the major/minor contour options to your liking.

    2. If the level of the text is on a different level from the contours, you can turn off the text level.

    What is the purpose of extracting contours? It is possible to plot and label the contours without needing to extract them. You can manually place automatic text using the Label Terrain Contours tool.

    If the intent is to create line strings, make a copy of the terrain file and Drop Element > Application Elements to create contour line strings. You could also use the Civil File Downgrade tool in the backstage view to remove the civil model and turn all ORD elements to MicroStation elements.
