Ability to control the directory opened when importing text files to fieldbooks

Currently, when importing text files to fieldbooks the directory opens in the last used directory. It would be useful to control this behavior so that it can open in the directory where the active DGN is located.

This can function similar to the configuration variable MS_REF_DEFAULTATTACHDIRECTORY which can be set to _DGNDIR to open the References directory in the active DGN folder.
