Use GAGE instead of Center of Railhead for Template Placement when Creating Rails

The "Create Rails" tool utilizes the Rail Settings within the Design File.

The gage lines are generated correctly based on the file settings, and so are the center of rail head lines, BUT these do not necessarily match the Template that is used to generate the rails.

Since the Rail Template is placed by the center of the rail head, the location of the gage point for the Rail Mesh can often be inconsistent with the actual Gage Location/Gage Line. This is especially true when using multiple different size pieces of rail within a single file.

While federating the files may resolve this issue, the workflow is awkward at best.

Having the mesh generated by the Gage Lines would help solve this issue, especially since many in the US don't care about the center of railhead to the center of railhead distance, as CANT is often calculated differently than in Europe (IE not using the equilibrium equation method - Using AREMA formulas and Spreadsheets)
