When creating a cut/fill End Area Volumes table on cross sections, the annotation does not work for surface templates. If there is no corridor in the cross section, it will not even place an EAV Table. The cut/fill EAV tool works and displays the values in the table for surface templates, it just will not place the table as an annotation group for those cross sections. We need this to work even if we have strictly surface templates and no corridors.
